BELT AND ROAD SUMMIT FACILITATE GOLD BARTER TRADE
National Development and Reform Commission, State-owned Assets Supervision and Administration Commission of the State Council, and Ministry Of Commerce Of The People’s Republic Of China put forward specific directions for the Hong Kong Special Administrative Region. They hope that Hong Kong will help promote the national “Belt and Road” coordinated development strategy. The fifth “Belt and Road Summit Forum” will be held from November 30 to December 1, 2020. The event is co-hosted by the Hong Kong Special Administrative Region Government and the Trade Development Council. It was held online for the first time this year due to the impact of the Covid-19 epidemic.

Mr. NING Jizhe, Vice Chairman of the National Development and Reform Commission, pointed out in his speech that Hong Kong's participation in and assistance in the construction of the Belt and Road has many opportunities and vast space. He puts forward four suggestions including actively integrating into the new national dual-cycle development pattern, actively building a Belt and Road supply chain platform, cooperating to build an international innovation and technology center, and building the high quality Guangdong-Hong Kong-Macau Greater Bay Area.

Firstly，Hong Kong needs to actively integrate into the new development pattern of the national dual cycle.
Secondly，Hong Kong actively builds a Belt and Road supply chain platform, in the trade field, we can use the mature experience of Hong Kong companies in overseas warehouse operation and management to help mainland trading and gold companies enhance their competitive advantages.
Thirdly，Hong Kong needs to cooperate to build an international innovation and technology center.
Fourthly，Hong Kong participates to involve into the high-quality construction of the Guangdong-Hong Kong-Macau Greater Bay Area.

We are willing to work with Hong Kong to build a road of cooperation. One country, two systems is Hong Kong’s biggest institutional advantage. We support state-owned enterprises in actively cooperating with Hong Kong enterprises. This can facilitate the high-standard and high-quality joint construction along the Belt and Road countries to form a demonstration effect and a driving effect.
We are willing to work with Hong Kong to build a healthy road. Hong Kong and state-owned enterprises have their respective advantages in medical, health-care services, equipment manufacturing, and professional personnel. We support the complementary advantages of central enterprises and Hong Kong enterprises, actively participate in the construction of national public health systems along the Belt and Road, play the role of state-owned enterprises' online medical platforms, carry out cooperation in fields such as traditional Chinese medicine and biomedicine, and promote the construction of a Belt and Road health network system.
We are willing to work with Hong Kong to build a road to recovery. Hong Kong is an important international shipping center and aviation hub. We support central enterprises and Hong Kong enterprises to cooperate closely in the integrated construction of the Guangdong-Hong Kong-Macau Greater Bay Area, cultivate and expand comprehensive logistics supply chain service enterprises with global competitiveness, and actively participate in the latter The construction of large logistics channels in the modern era ensures the safety and smooth flow of the industrial supply chain. In order to build a modern circulation system and unblock the domestic and international double circulation, it plays a supporting role.
We are willing to work with Hong Kong to build a path to growth. Hong Kong is building an international innovation and technology center, striving to develop into a rich area of technology start-ups. We support central enterprises and Hong Kong enterprises to leverage their respective advantages to jointly accelerate the empowerment of traditional industries such as 5G, artificial intelligence and big data. Countries along the Belt and Road will carry out new infrastructure construction to help countries along the route start a new engine of economic growth.
Ministry Of Commerce Of The People’s Republic Of China：CEPA+RCEP
Mr. WANG Bingnan, Vice Minister of Ministry of Commerce, proposed to further promote (Mainland and Hong Kong Closer Economic Partnership Arrangement) CEPA and assist the Hong Kong Special Administrative Region to join the Regional Comprehensive Economic Partnership Agreement (RCEP).

Through CEPA, we will continue to expand the mainland's all-round and high-level opening up to Hong Kong, deepen the implementation of CEPA's opening-up measures, and strive to remove barriers to the flow of factors between the two places, and promote the integration of economic and trade exchanges between the two places.
We actively support Hong Kong's participation in international and regional economic cooperation, promote Hong Kong to sign free trade agreements with more countries related to the Belt and Road Initiative, support Hong Kong's early entry into RCEP, and continuously expand Hong Kong's partner base and circle of friends for foreign economic and trade cooperation.
